The State Government appointed high-powered committee has suggested the relaxation of norms by imposing fines to regularize the unauthorized constructions. This committee had visited Thane Municipal Corporation for the same. This was the last meeting after which the committee would be submitting a report to the State Urban Development Department. A major recommendation has also been made towards allaying the anxieties of flat buyers by suggesting that the registrar should not register any sale deed of a flat in an illegal construction. Architects and builders build the constructions while it is the flat buyer who has to face an ordeal when he/she realizes the illegal nature of the construction. A meeting of 11 municipal commissioners with two secretaries of the Urban Development along with the Director of Town Planning approved several recommendations made by the three-member committee chaired by Additional Municipal Commissioner of Mumbai. The recommendations will be submitted to the Cabinet for approval. The committee held it last meeting at the Thane Municipal Corporation where all the committee members were present. A report would be submitted duly to the State Urban Development Department. While Section 138 of the Maharashtra Regional Town Planning Act (MRTP) deals with the issue of unauthorized construction, unfortunately no action can be taken due to the lack of rules. Another significant recommendation pertains to regularizing such constructions which has floor space index (FSI) till 1.4 by the payment of a fine. However constructions with more than 1.4 FSI would not be spared and be demolished. While the committee recommended that there could be a change in zoning if there was more than 50 per cent construction on the land while there would be no compromise on the reserved land.
