The BEST undertaking is trying its best to prevent customers from switching to the Tata Power Company’s cheaper supply. It is refusing to give no-objection certificates (NOCs) to such consumers, saying the BEST is a local authority and cannot allow supply of private power through its network. Island city consumers have filed a petition before the Maharashtra Electricity Regulatory Commission (Merc). The plea will be heard on November 23. TPC, which serves over 20,000 bulk consumers in the city, got a retail licence in 2008 from the supreme court to serve small consumers as well. But several issues pertaining to meters, billing, etc had to be sorted out by Merc before the plan could be implemented in the suburbs. Now, the NOC is tripping consumers from the island city.
