During the budget deliberations in the NMMC Standing Committee senior NCP corporator J D Sutar informed that there were hundreds of buildings occupied in his ward without occupancy certificate and that these buildings should be brought under the tax net of NMMC. Stating that 100 building in his ward was occupied without NMMC’s Occupancy Certificate, Jaywant Sutar called for billing the occupants individually as they were not paying property tax and availing all civic amenities in the city. Deputy Municipal Commissioner in-charge of Property Tax, Prakash Kulkarni informed that 99% of the properties in the city are recorded in the corporation constituting 2,31,242 properties. Of these the 1,84,085 are residential are liable to pay Rs. 52.45 Crores, 4300 non-residential are to pay Rs. 87.31 Crores and 4827 MIDC (Non-Residential are liable to pay Rs. 108.42 Crores as per property tax annually, amounting to a total of Rs. 248.18 Crores. Yet the property tax revenue in 2008-2009 was Rs. 178.34 Crores, in 2009-2010 Rs. 192.50 Crores and the projected revenue in 2010-2011 is Rs. 208.11 Crores. Thus NMMC budget does not even project to collect 100% property tax dues in a financial year, leave alone the piling up of annual arrears, leaving room for clandestine relieves to regular property tax evaders in the city.
