The state government seems to be on a spree of implementing a path-breaking bill passed by the legislature that provides for penal action against any builder who does not convey land to the housing society within four months of the society being registered. According to an estimate, there are more than 60,000 housing societies in the state where builders have not conveyed the land. If the land is not conveyed to the society, then the benefits from any future development on that land will go to the builder and not to the society. This is one of major reasons why the builder is reluctant to hand over the conveyance to the society. However, the state has facilitated a new act for societies wherein the society can register for conveyance without the consent of the builder.
