The Center’s “Education for All” scheme popularly known as Sarv Shiksha Abhiyaan introduced by the then ruling government in the year 2004 seems to losing on its purpose. Despite the efforts of the Center’s Human Resource Development to effectively implement the Sarva shiksha scheme, the Maharashtra state government does not seem to be taking it seriously or so it seems. More than 1000 of crores of rupees have been allotted for the scheme but today it is more than a failure. According to statistics, there are around 13.5 crore children falling under the age of 5 to 14 which do not have any education provisions out of which 1.5 lakhs are in Mumbai. An example of the lax attitude of officers towards the scheme is evident in the replies of the NMMC Education Committee Chairman and Education Officer. One of the factors that can be attributed for the failure of the scheme is the inability of the government to fill the vacant posts of teachers. Out of the 7 lakh 70316 posts, the government is able to fill only 48%. Other issues also plague the system like non-availability of drinking water, benches and toilets.
