Sitaram Raghunath Kapse, the former DCP Zone-II of Navi Mumbai Police has been arrested by Kharghar police for his involvement in a housing scam. According to police, his modus operandi was to buy land from town planning department in subsidised rates by claiming that the land will be used for constructing houses for poor police officials, but then he used to sell off the land to private builders. Sitaram Raghunath Kapse, the former DCP had introduced a housing plan for the policemen, when he was the DCP at Mumbai. The land that he bought for the same was at Ghatkopar. He included around 3000 policemen as members in the scheme. Later in the year 1996 when he became the DCP at Navi Mumbai, Kapse forwarded a request to CIDCO asking for plot no 61 and 62 at sector 21 in Kharghar to build flats for policemen. He submitted forged documents in which he used the members of Ghatkopar housing scheme as the members. He used the photographs of the members and made fake signatures. In the year 2000, CIDCO cancelled his appeal following which he approached town planning department and got his proposal sanctioned. After the sanction, he sold off the property to a private dealer. More information was given by the Assistant Police Inspector Gopichand Saanup. Sr PI D Solankar of Kharghar Police Station informed that kapse was arrested on charges of fraud.
