HIGHLIGHTS OF THE CONCLUDING WEEK OF THE STATE ASSMEBLY

* STATE SETS UP PANEL TO REVIEW LAWS ON CRIME AGAINST WOMEN The state government announced the setting up of a committee under Justice Chandrashekhar Dharmadhikari to review all the laws that deal with crimes against women. Home minister R R Patil announced this in the legislative assembly during his reply to a discussion on the gang rape of a woman government officer at Jamkhed in Beed district and the Pune rape case. * MLC NEELAM GORHE ADVOCATES CASTRATION OF RAPE CRIMINALS MLC Neelam Gorhe said that punishments as severe as castration of criminals accused in rape cases was needed to control the increasing incidents of rape against women. She said that crime against women was rising steeply, which was a big concern. * NEW WOMEN LEGISLATORS SPEAK ON WOMEN SECURITY New women legislators who rarely make media appearances spoke the issue of women security. BJP MLA and MP Gopinath Munde’s daughter Pankaja Munde said that crime against women needs to be dealt with strictly. She said that rapes were of two kinds and only a strict law could curb the rise in crime against women. Congress MLA and Union Minister Sushilkumar Shinde’s daughter Praniti Shinde on the other hand said that criminals of rape cases should be stone pelted in public. * R R PATIL AND RAMESH BAGVE CONTRADICT ON PUNE COMMISSIONER SATYAPAL SINGH’S TRANSFER The Pune rape case gave the opportunity to the opposition to train their guns against Home Minister R R Patil led Home Ministry and Pune Police Commissioner Satyapal Singh. The Home Minister R R Patil and his subordinate Minister of State for Home Ramesh Bagve contradicted each other on Pune Police Commissioner Satyapal Singh. While Congress’s Ramesh Bagve gave an assurance to the legislative council that the Pune Commissioner would be transferred, Home Minister R R Patil begged to differ with his deputy. He went on to appreciate the work done by the Pune Police Commissioner stating that crime in Pune had reduced. * STATE GIVES TANTAMUKT AWARD TO KHAIRLANJI The state home ministry gave another opportunity to the opposition to attack them by giving Tantamukt award for Khairlanji – the district that has tainted the image of the state in the country and exposed how discrimination is caste and creed and inequality still breeds in the state. The Opposition MLCs in legislative council attacked the state for giving the award to Khairlanji with 1 lac cash prize. Home Minister R R Patil said that Tantamukt award parameters did not include murder and serious criminal cases that were dealt with in court. However, realizing that the decision was not an ideal one, the Home Minister confessed the need to change the parameters for Tantamukt awards. * SHIV SENA DEMANDS HOMES FOR POLICE PERSONNEL IN GOVERNMENT QUARTERS REDEVLOPMENT PROJECT The Shiv Sena party has also demanded homes for police personnel serving the state for decade in the government quarters re-development project. * STATE CID GIVES HOME MINISTER CLEAN CHIT IN CONTROVERSIAL CD CASE The State CID has given Home Minister a clean chit in the controversial CD case. It may be recalled that the CD was submitted by BJP MLA Devendra Phadavnis and contained a sting operation on the interrogation done on arms dealer Hasan Ali. It has also come to light that the CD was made by a disgruntled DCP who wanted the exit of R R Patil from the home department. The DCP reportedly had a grudge against R R Patil for not giving him a posting that he had demanded. R R Patil agreed that the DCP who made the CD had a dispute with him long back but claimed that it was settled at that time itself. R R Patil also claimed that he had a good rapport otherwise with all his officers. BJP MLA Devendra Phadavnis however stated that the Home Minister’s submission had raised several other questions. On the other hand, the Home Ministry has ordered a department enquiry on the DCP who made the CD. * SHIV SENA TAKES STATE TO COURT FOR TAX HOLIDAY GIVEN TO IPL The Shiv Sena party has taken the state government to court for giving tax holiday on entertainment tax to IPL He said that at state that was being strangulated with a heavy tax burden needed every penny possible. He said that the state should conduct enquiries of IPL and make the malpractices by league public. * CIDCO GOLF COURSE BIDDING ISSUE Legislators also took up the issue of the CIDCO Golf Course bidding process. Minister of State for UD Bhaskar Jadhav said that since 2001 the case was taken to court back and forth and in its last judgment that court has asked CIDCO to re-tender the bids for the Golf Course. He said that the land for the golf course was valued at Rs. 33 at that time and today values at a whopping Rs. 100 Crores that is why the state should immediately ask CIDCO to expedite the re-tender process. * SHIV SENA AND MNS COME FACE TO FACE ON SHIVAJI PARK BEAUTIFICATION The Shiv Sena and MNS came face to face on the beautification project being undertaken by the MCGM. MNS MLA Nitin Sardesai said that locals were against the murals being erected at the park without inviting tenders. On the other hand, Shiv Sena MLA and former MCGM Standing Committee Chairman Ravindra Waikar, under whose tenure the project was approved at MCGM said that MNS was raking the issue only on egoistic grounds. He said that even the Chief Minister Ashok Chavan pointed this while appreciating the beautification project of Shivaji Park in the assembly. * BABA SIDDIQUE ALLEGES RS. 3500 CRORE SCAM IN MCGM DUMPING GROUND TENDER Congress MLA Baba Siddique asked for a probe into the MCGM’s dumping grounds in the city. He said that there is a scam to the tune of Rs 3,500 crore in the tendering process related to the civic dumping grounds and the tipping fees that MCGM is giving to UPL – that is United Phosperous Ltd. – the contractor who won the bid. He said that the UPL contract was like a Maha IPL scam. * MLA DEMANDS ACTION AGAINST OFFICIALS FOR SELLING CREMATORIUM LAND TO PRIVATE PARTY MLA Pratap Sarnaik has taken up the issue of revenue officers of Thane Collector’s office selling land demarcated for crematorium and graveyard at Ghodbunder Road to private parties. Shiv Sena MLA Subhash Desai pointed out that a TISS report had stated that 89000 Pakistanis were living illegally in Mumbai and demanded action against them. * AFTER SERVING A WEEK IN PRISON, VIVEK PANDIT SPEAKS UP FOR PRISONERS MLA Vivek Pandit who recently served 7 days in Thane Jail spoke up for the inhuman conditions that prisoners were living in the state. He said that most prisons like Thane were seaming beyond their capacities. * PRANITI SHINDE’S GOOFS UP IN INTERVIEW ON “WOMEN SECURITY” Young Congress MLA Praniti Shinde who also happens to be Union Minister Sushilkumar Shinde’s daughter goofed up on several points during her interview with the media on women security. To begin with she made an absurd connection between 33% reservation for women in assembly and ratio of crime against women. During her reply, she even got confused and instead of saying that punishment should be severe, she said crime should be severe. She even blundered while stating that the criminals did not fear the police anymore. Evidently, the media had a field day and asked R R Patil what he would say about Praniti Shinde’s remark that criminals did not fear his men. An amused R R Patil only said that criminals should not be scared of his men but the law of the land. * PRAFUL PATEL’S DAUGHTER WEARING IPL SHIRT CREATES BUZZ AT VIDHAN BHAVAN Many heads turned when Union Minister Praful Patel’s daughter was seen at Vidhan Bhavan premises. Praful Patel’s role in the IPL scam has come under the scanner and in the midst of this, his daughter arriving at Vidhan Bhavan wearing an IPL shirt created a buzz.
