BMC-chowki-1The corporation has recently handed over the tender of constructing steel chowkys for cleaning sweepers to Anthony Motors Pvt. Ltd. When NMTV studied the proposal, it was quite evident that that the nearly Rs. 10 Crores of public funds will go down the drain in the Rs. 25 Crores contract of constructing 240 steel chowkys. Between the administration and standing members, a heated debate took place when the steel chowky proposal first came at the weekly BMC Standing Committee Meet. The argument was brought to rest by the Attorney General who specified the rights of the corporators & commissioner. With the green signal given, the members approved the proposal without a word of discussion on the meet. Sources at BMC say that palm greasing has silenced the corporators. On a little investigation, the NMTV team found out that BMC was spending nearly Rs. 10 Crores more on this proposal. And it wasn’t after enquiring rates with one company but three reputed ones that included Windoors, Transave & Archid Ply. Quotations of these companies exposed that the BMC rate fixed of 2340 per square feet for could have been done for not more than Rs. 1500 per square feet. Not to forget that the rates would have been far less if the companies were to make not one but hundreds of steel chowki. A buyer endorsed NMTV analysis when he quoted the rates for one 20 feet long & 8 feet broad steel chowky. At the BMC HQ, officials in charge sent us from one office to another after hearing our subject. Additional Commissioner R A Rajeev sent us to Chief Engineer D S Bhujbal who requested us to meet Executive Engineer D M Kshitriya who refused to speak on camera. At the Commissioner’s weekly press conference; Addtl. Municipal Commissioner R A Rajeev defended their side without listening to the entire issue stating that Anthony Motors quoted the least for making the steel chowki. He said that Windoors too had submitted a tender bid. While the Addtl. Commissioner might say that Windoors participated in the tender, BMC proposal clearly shows that it did not. The names of the 4 companies who did are M/S K R Construction, M/S Sandeep Traders, M/S Enterprises, M/S Anthony Motors Pvt Ltd of which Anthony Motors quoted the least. Sources say that two of the companies named do not make steel chowkis at all. They further allege corruption in the figures quoted for transportation and insurance in the steel chowkis proposal. Either the cash rich BMC that runs on a budget of Rs. 16000 Crores finds Rs. 10 Crores public funds loss too little. The only other explanation can be massive corruption.
