IT’S ALL A JOKE FOR CONGRESS CORPORATORS AS RS. 450 CRORES PUBLIC WORK APPROVED IN SECONDS WITHOUT DISCUSSIONS

Navi Mumbai Congress Chief Namdeo Bhagat in a rather desperate attempt grabbed the opportunity of the Chairman Sandeep Naik walking in a couple of minutes late and took charge as the Chairman of the meet. Within minutes Namdeo Bhagat approved proposals worth over Rs. 450 Crores without a single word of debate or discussion, reports NMTV Managing Editor Zeba Warsia. The atmosphere was like any other Standing Committee meeting before it begins but as the clock struck 11, something rather unusual happened. Navi Mumbai Congress Chief Namdeo Bhagat started coaxing Congress corporator Santosh Shetty to propose Bhagat’s name for Chairman and asked Hemangi Sonawane to second it. Everyone thought it was a joke till Namdeo Bhagat walked to the Chairman’s chair and sat announcing that the meeting had started. A pre – meeting between NMMC Standing Committee Chairman Sandeep Naik and Commissioner Vijay Nahata on swine flu gave Namdeo Bhagat the opportunity to become Chairman of the NMMC Standing Committee, though for a just a little over 15 minutes but something that Namdeo Bhagat was yearning for; for a long time. Even as all present tried to absorb what was happening, Namdeo Bhagat started reading out proposals in a random manner, approving major proposals back to back. Within 15 minutes, Namdeo Bhagat approved 22 proposals of public work worth Rs. 454 Crores 8 lacs 47 thousand 40. This also included one audit report that was also approved without one word of discussion. It may be recalled that during the Standing Committee meet of July 8, Namdeo Bhagat was advising Chairman Sandeep Naik and Commissioner Vijay Nahata to get one audit proposal at a time so that the members had time to study it. In contrast to his earlier advises in the standing committee, take a look at how when he himself got the opportunity to discuss an audit proposal, Namdeo Bhagat did not think twice while approving it in haste in a couple of seconds. Namdeo Bhagat’s dream chairmanship of Standing Committee however, lasted only for 15 minutes, as Chairman Sandeep Naik and Commissioner Vijay Nahata walked in the meeting hall. And here’s a bigger shocker. The man who proposed Namdeo Bhagat’s name for Chairmanship of this particular meeting says he thought Bhagat was joking. Speaking to NMTV News Congress Corporator Santosh Shetty says that the Congress corporators including him were under the impression that Namdeo Bhagat they all were just joking. Santosh Shetty also does not hesitate to accept that atleast the Congress members of the Standing Committee fulfilled their district chief’s dream of becoming Chairman. So approving Rs. 450 Crores proposal including three of STP plant each of nearly Rs. 150 Crores and a crucial Morbe Dam water distribution proposal was just a joke for the Congress corporators. But wouldn’t them making a mockery of public work and public taxes like this going to backfire? No, claims Santosh Shetty. On the other hand sensing backlash, Navi Mumbai Congress Chief Namdeo Bhagat chose to avoid our media. Speaking on why he arrived a couple of minutes late, Standing Committee Chairman explained that he was sitting with the Commissioner on the issue of swine flu that they intended to discuss in the Standing Committee meet. A call from the Chief Minister’s office on the same issue delayed them by 15 minutes. As far as Standing Committee Chairman Sandeep Naik is concerned, the only loss he sees due to the behavior of the Congress corporators was that several important proposals including hi-tech STPs and audit were passed without any serious debate and discussions that the proposals called for. Most general body meetings in NMMC sees, the Congress and Shiv Sena corporators accusing the ruling NCP for approving public proposals without debates and discussions. But Congress corporators Santosh Shetty, Hemangi Sonawane, Shashikala Kale and Sena corporator Shivram Patil along with Navi Mumbai Congress Chief Namdeo Bhagat failed miserably when they got the opportunity to prove how much they mean when they voice concern on public subjects. Navi Mumbai Congress Chief Namdeo Bhagat is known for giving the right advises and raising the right concerns. The Congress and Shiv Sena corporators are known to vehemently protest if major proposals are approved without serious debates. STANDING COMMITTEE TAKES UP DISCUSSION OF SWINE Soon after NMMC Standing Committee Chairman Sandeep Naik took charge of the controversial meeting, the issue of swine flu and the steps needed to tackle the same at NMMC level were taken up for discussion. As soon as Standing Committee Chairman Sandeep Naik walked in the standing committee meeting hall, Namdeo Bhagat gave way to the Chairman. Chairman Sandeep Naik shared with members why he and the Commissioner called late by 15 minutes. Opting not to react to Namdeo Bhagat’s hasty and uncalled for behavior; the Chairman immediately took up the discussion of swine flu. Shivram Patil who came for the meeting with a mask, taunted at Namdeo Bhagat’s chairmanship stating that instead of taking up the issue of swine flu, Bhagat as chairman chose to directly go to the proposals. He acknowledged the fact that Chairman Sandeep Naik proposed discussions on swine flu first. Following this Shivram Patil, Sudhakar Sonawane and other members raised their concerns and worries in regards to swine flu that were addressed by Commissioner Vijay Nahata. In his conclusion, Chairman Sandeep Naik addressed the criticality of swine flu and the need to impart the right information to the corporators and citizens to ensure that fear was not created but at the same time precautions were taken. He said that it was needed that the corporation should have its own stock of medicines and masks for swine flu for any emergency. He added that they would call for a special meeting for corporators so that they were educated on the disease and its precautions. Speaking to NMTV News after the meeting, Chairman Sandeep Naik informed that corporators have to play mediators between NMMC administration and citizens. He added that the NMMC had a system to take any critical case for test and diagnosis to Kasturba Hospital. The Chairman has also advised the administration to begin a help desk at the NMMC hospitals and medical center with toll free numbers for ensuring the right communication of the disease to citizens.
