After our report last week on the inconsistencies in the Bhise special audit and investigations, NMMC Commissioner Vijay Nahata has written to the auditor to re-examine the bills and present another audit report for the period of 2006 – 07, 2007 – 08 and 2008 – 09. It may be recalled that NMTV News aired a report last week on the inconsistencies of the special audit done in the Bhise record and the pathetic and inefficient manner in which the encroachment drives records were maintained from the ward office level to the HO of the Navi Mumbai Municipal Corporation. Until now there have been speculations of the Bhise scam figure being over Rs. 10 Crore but these speculations are outright wrong because from 2003 till date, the total payment made to Bhise is Rs. 4.7 Crores only. This figure has been confirmed by NMMC’s Chief Finance and Accounts Officer Jaywant Dalvi in a telephonic conversation with NMTV News. Moreover the first special audit of Bhise files done by NMMC’s Chief Auditor Madhavi Ingole was based only on ward office record. But NMTV News had exposed in our previous report on how the ward offices maintained a very poor record of Bhise’s contract. And this seemed to be the reason why of the Rs. 1.97 Crore Bhise bills audited, the auditor’s report showed a fraud of Rs. 1.17 Crore – making the fraud nearly 65% of the amount paid to Bhise, which seems to be impossible. The Auditor herself says in her audit report that she has done the special audit based on the record presented to her and if there are any mistakes in the audit, her dept. is not responsible. After NMTV flashed the report Commissioner Vijay Nahata has written a letter to the NMMC audit department asking them to re-examine the Bhise bills and scrutinize the audit department’s special audit report for the period of 2006 – 07, 2007 – 08 and 2008 – 09. In this significant development that could expose the inaccuracy of the special audit reports done previously when the scam first became public, Commissioner Vijay Nahata, who was the final signing authority to okay the bills, has written a letter to NMMC’s Auditor Madhavi Ingole pointing out certain inconsistencies in the auditing procedure. The Commissioner has asked the Auditor to go through the inconsistencies pointed out in his letter and once again submit a special audit report on the Bhise bills from 2006 to 2009. On the other hand, the Navi Mumbai police investigations too have been raising allegations of bias and suspicion as only one former DMC Amrish Patnigire’s name is being openly taken by the police when there is documentary proof that the Bhise files were signed at different times by Asst. Municipal Commissioner Diwakar Samel, former DMC Encroachment N N Alhat, former DMC Encroachment Pendhari, present DMC Encroachment N T Jadhav, former Municipal Commissioner Madhukar Kokate, present Municipal Commissioner Vijay Nahata and even NMMC’s Chief Accounts and Finance Officer Jaywant Dalvi.
